Start with items that are going to keep you warm. You want to have a blanket, hat and gloves at a minimum. You might also include boots and hand warmers. You also need gadgets that can help you deal with a prolonged time stuck somewhere. In your kit, you should make sure you have a flashlight, cell phone charger and some kind of multi-tool or utility knife.

If you have room, you also can include things like a tire inflator kit and kitty litter or some other traction material. The key is to include the things you need the most.
